tablet pc's usually will not have sim card slots, none that I have seen at least. If it is new, then in this day and age it is possible to put a number of different os's on them, including win 7 and linux. and they will most likely have a usb port. Also, having a built in 3g card is a bit rare as well, though not impossible.
nokia would be your best bet, but I believe you will be sadly disappointed.
